Schools are in a Hurry to Spend ‘Corona Billions’

How can schools limit the damage and eliminate the backlog that students have incurred as a result of the corona lockdowns? That is the central question that the Dutch Education OMT – a group of twelve scientists in the field of education and unequal opportunities – has been considering recently. There is a huge amount of money available: 8.5 billion Euros will be provided to schools over the next 2.5 years and schools can decide themselves how they will spend their budgets.
One of the most important pieces of advice from the experts: extend the time frame. “Under the current circumstances, schools are obliged to start spending their money on summer schools, supplementary training, etc., at a rapid pace, which is tricky,” says professor Inge de Wolf, one of the experts in the Education OMT team. “Are schools actually motivated to do what really works?”
Just like the education inspectorate, the experts call on the billions of Euros to not only be used to close the gaps in students’ knowledge in the short term, but to structurally improve education overall. “You have to consider opting for a dual approach,” says De Wolf. “Get rid of backlogs quickly, and introduce a better-informed way of working.”
The latter would be a major change, she says, as it would require us to throw some existing teaching methods overboard. “We are a country that knows very little about what works in education. We often do things that we think are good because we experienced them. But they don’t always work.”
Every year, thousands of young people leave school without being able to read or write well enough and lack basic maths skills. That problem was already there before corona. In that respect, the pandemic also offers an opportunity. De Wolf: “There are still too many schools that are not used to working on the basis of methods that have been proven to be effective.”
For children who have fallen behind due to distance learning, the short term is also important. If it were up to our Minister of Education, all Dutch primary schools would be organising a summer school this year in which children could improve their language and arithmetic skills.
The Education OMT has therefore come up with a number of recommendations. For example, lessons spread over a longer time period are more effective than a short and intensive summer programme, and the extra lessons must match the regular school programme as well as the individual needs of students. De Wolf: “If lessons are effective, they will yield a gain of about two months.”
Schools usually work together with external agencies for providing summer programmes. However, De Wolf warns inexperienced schools not to join forces with such agencies too quickly. “You are dependent on the quality of such an agency, and schools shouldn’t lean back and expect the agency to take over their job completely. This won’t improve the quality of education in a structural manner.”
It would be better if schools themselves provide the summer programme, says De Wolf. “The quality of the staff is the most important factor in effectiveness. And that quality differs greatly from one agency to another. That is why it is best to organise a summer school with your own people.” She warns schools not to respond too quickly to commercial parties, which are currently flooding schools with offers to organise summer education for them.
Instead of summer school programmes, some of the schools prefer to invest their budgets in better education during the school year. “If you really want to have an effect on the cognitive side, you need a longer-term investment”, says Jeroen Goes, Chairman of the Fluvium school association in Geldermarsen. “This way, you can provide high-quality education with effective, proven methodologies.”
De Wolf can only agree. “All the extra effort to raise the education level requires effective approaches and professional staff. You need structural funding for this purpose.”
